CNO Motorpool 1964-1965 (Washington DC/Fairfax area)

Hello!
I am looking for my grandfather. He likely doesn’t know I exist. We have been searching for him for over two decades. We have done 23 and me, Ancestry & Family Tree DNA with no hits. The only name we have is (Joe) or Joseph?
* Southerner from Alabama or SC or one of those places. He was tall with blonde hair.
* Joe's wife was former Miss whatever state they were from. They had a daughter together.
* Joe worked at the C N O Motor Pool in Washington, D.C. as a VIP Driver in 1964-65 (don't know if he was there before or after that).
* Pregnancy happened in 1964 with my grandmother Joann (not his wife) who he met in Waples Trailer Park .. either in Waples or in Virginia Beach Colony Trailer Park on 17th street.
* He was friends with man by the name of Allen Fair
If you have any insight or worked the CNO Motorpool in this area during this time I would love to hear from you.
